New York City DCWP Releases SHIELD Rule FAQ, Webinar

The New York City Department of Consumer and Worker Protection (DCWP) recently delayed the Stopping Harassment and Intimidation and Ensuring Lawful Debt (SHIELD) Collection Rule from September 2026 until January 2027. In early August, the DCWP released a Frequently Asked Questions about the new rules for debt collectors as well as a webinar.

The FAQ was created to address the scope of the SHIELD Rule, as well as communication frequency limits, electronic communications, and more.

The DCWP also shared that it will hold a “DCWP 101” webinar about the SHIELD Rule at 2 p.m. ET on October 5, 2026. The DCWP is accepting general compliance and operational questions at debtfaqteam@dcwp.nyc.gov, but if they want follow-up questions about the FAQ to be considered for inclusion in the webinar presentation, they must be submitted before the October 5 date.
