The New York City Department of Consumer and Worker Protection (DCWP) introduced the Stopping Harassment and Intimidation and Ensuring Lawful Debt (SHIELD) Collection Rule in late February with an effective date of September 1, 2026. Recently, the DCWP delayed the effective date until January 1, 2027.
According to the DCWP, the delay will provide additional time to answer questions from regulated entities and implement any operational changes. They also announced that FAQs will be published in the coming weeks.
